Introduction of RO e-Transport system for the shipment of goods

Mandatory date fixed for July 1, 2024.

As of July 1, 2024, the obligation to notify the RO e-Transport system and obtain UIT codes for all international shipments of any goods, not only for goods with a high tax risk, will come into force in Romania. Shipments with a weight of more than 500 kg or a value of goods of more than EUR 2,000 to and from Romania must be registered and require a corresponding UIT code.

The declaration must be done by the consignee / consignor in Romania and can be made up to 3 days before loading, but at the latest on the day of loading. The UIT code is valid for 15 days for international transports and 5 days for national transports. The code must be presented by the driver during an inspection by the administrative authority. Consignments from non-EU countries are not affected, nor are transit consignments in direct traffic - however, registration is required for transshipments in Romania.

What is the RO e-Transport system in Romania?

This system is used to control the road transportation of goods with a high tax risk and the international road transportation of goods in Romania. The Ministry of Finance, through the National Agency for Tax Administration and the Romanian Customs Authority, controls the transportation of goods on the national territory with the help of the RO e-Transport system. The aim of the introduction is to reduce tax evasion, reduce the VAT gap and prevent illegal trade.

RO e-Transport document needs to contain the following information:

• Consignor and consignee of the goods
• Characteristics and value of the goods transported
• Place of loading and unloading and information on the type of transportation
• As soon as the transport has been reported, the system generates the UIT code.
  This uniquely identifies the goods.
• The UIT code must be clearly readable on the transport document
